CRU Seeks Stronger Collaboration With PCRC To Enhance Police Accountability, Public Trust

The Ag. Head of the Complaint Response Unit (CRU) of the Nigeria Police Force, SP Awu Fidelis J., has led members of the Unit on a courtesy visit to the National Chairman of the Police Community Relations Committee (PCRC) at the PCRC National Secretariat in Abuja.

The visit was aimed at strengthening collaboration between the CRU and PCRC, as well as exploring ways to improve police-community relations, public awareness and access to mechanisms for reporting genuine complaints against police personnel.

Speaking during the engagement, the CRU delegation emphasized the importance of the PCRC as a critical bridge between the Nigeria Police Force and the communities it serves.

The Unit noted that closer collaboration with the PCRC would help expand public awareness of the complaint mechanism, particularly at the grassroots, while encouraging members of the public to responsibly report genuine complaints.

According to the CRU, the partnership would also facilitate constructive dialogue between the Police and communities, enable early identification of emerging police-community concerns and contribute to building public trust and confidence in the Force.

The Complaint Response Unit was established to provide a dedicated platform for members of the public to report alleged misconduct by police personnel and seek appropriate intervention.

Its mandate includes receiving, registering and documenting complaints; reviewing and assessing allegations; facilitating investigations or referrals; following up on complaints referred to commands and formations; monitoring responses; providing feedback where appropriate; and promoting accountability and professional conduct.

The CRU also contributes to police accountability through a structured process of receiving, assessing, investigating or referring, following up, resolving, reporting and providing feedback on complaints.

The Unit handles complaints relating to alleged abuse of police powers, unprofessional conduct, job racketeering, unlawful detention or treatment, extortion and corruption allegations, assault or intimidation, failure to investigate complaints, abuse of authority and poor service delivery.

The CRU stressed that its activities are not designed to witch-hunt police officers but rather to correct misconduct, protect innocent officers and civilians, improve professionalism and strengthen public confidence in the Nigeria Police Force.

The Unit operates within the legal and institutional framework governing policing in Nigeria, including Sections 131–134 of the Nigeria Police Act, 2020.

It, however, does not replace established disciplinary or judicial institutions, but facilitates complaint management, accountability and appropriate referral of cases.

As part of the proposed CRU-PCRC collaboration, both institutions are expected to explore joint public sensitisation programmes, community town-hall meetings, awareness campaigns in schools and communities, appropriate referral of genuine complaints, community feedback mechanisms and police-community dialogue.

Other areas include collaboration with civil society organisations and traditional and community leaders, as well as periodic review meetings between the CRU and PCRC.

The collaboration is expected to improve public understanding of complaint mechanisms, strengthen accountability and professionalism, enhance communication between the Police and the public, facilitate early identification of security concerns and ultimately deepen police-community cooperation.

The Unit emphasized that sustainable police accountability cannot be achieved by the Police alone, stressing the need for strong partnerships with community stakeholders such as the PCRC.

Welcoming the Complaint Response Unit (CRU) team of the Nigeria Police Force to the PCRC Secretariat in Abuja, the National Chairman of the Police Community Relations Committee (PCRC), Alhaji Mogaji Ibraheem Olaniyan, describing the visit as an important opportunity to strengthen collaboration between both bodies. 

Olaniyan expressed pride in the appointment of IGP Olatunji Disu, noting that his late father was one of the founding members of the PCRC and actively supported police officers by providing assistance, including transportation, vehicle repairs and other welfare support. He said the appointment of IGP Disu was a significant reward for the sacrifices made by the PCRC’s founding members and a source of encouragement to the committee to intensify its support for the Nigeria Police Force.

Olaniyan assured the CRU team that the PCRC would work closely with the unit to promote a people-centred policing system and restore public confidence in the police. He pledged the committee’s support for the rejuvenation of the CRU and called for the prosecution of members of the public who deliberately submit false petitions or allegations against police officers. 

According to him, while genuine complaints must be investigated, police officers should not continually become victims of false accusations, assuring the CRU that PCRC members across the country would stand with the unit whenever such cases require legal support. 

He also disclosed plans for a nationwide Safe School Conference involving primary and secondary school pupils, which the PCRC intends to organise in collaboration with the police to deepen trust between young Nigerians and law enforcement. 

The engagement therefore underscored the importance of a stronger CRU-PCRC partnership in promoting responsive policing, resolving community-police concerns and building a more trusted and accountable Nigeria Police Force.
