The promotion of Ikioye Orutugu from Commissioner of Police to Assistant Inspector-General of Police (AIG) is more than another career milestone within the Nigeria Police Force. It is a testament to the impact of purposeful policing and a reminder that effective security leadership leaves lasting impressions on the communities it serves.
At the decoration ceremony of 13 newly promoted Assistant Inspectors-General of Police and 17 Commissioners of Police in Abuja, one statement stood out. Representing Anambra State Governor, Professor Chukwuma Soludo, Engr. Ken Ekwemigo made an unusual appeal to the Inspector-General of Police, IGP Olatunji Rilwan Disu: “Give us a Commissioner of Police like Orutugu.”
It was not merely a congratulatory remark. It was a public endorsement of a policing model that, according to the state government, significantly strengthened security through community engagement.
A Commissioner Who Earned Public Confidence
During his tenure as Commissioner of Police in Anambra State, Orutugu became closely associated with community policing—a strategy that prioritises partnership between law enforcement and the people.
Governor Soludo’s representative described the newly promoted AIG as “a lion whose voice alone sends fear down the spines of criminal elements,” noting that his leadership forced many hoodlums to flee the state.
While police promotions are common, it is rare for a state governor to openly request that an officer’s successor emulate his style of leadership. The appeal reflects the confidence the Anambra Government developed in Orutugu’s approach to tackling insecurity through collaboration with communities, intelligence gathering and proactive policing.
Promotion as Recognition of Service
For the Nigeria Police Force, promotions represent recognition of dedication, professionalism and years of sacrifice.
Decorating the newly promoted officers, Inspector-General of Police Olatunji Rilwan Disu reminded them that higher rank brings greater responsibility. He urged the officers to lead with integrity, reject corruption and abuse of office, and remain committed to the welfare of officers and men under their command.
The IGP also stressed that the vision of a modern, intelligence-led and technology-driven police force must ultimately produce safer communities and deepen public confidence in policing.
He acknowledged the support of President Bola Ahmed Tinubu, the Police Service Commission and the families of the promoted officers, urging the new senior officers to wear their new ranks with humility while inspiring younger officers to embrace professionalism.
Community Policing Remains the Winning Formula
The spotlight on Orutugu’s promotion reinforces the growing importance of community policing in Nigeria’s security architecture.
Rather than relying solely on conventional law enforcement methods, community policing encourages trust between citizens and security agencies, enabling residents to provide timely intelligence that helps prevent crime before it occurs.
Anambra’s public endorsement of Orutugu suggests that states increasingly value police commissioners who engage communities, build confidence among residents and make citizens active partners in maintaining security.

Speaking after his decoration, AIG Ikioye Orutugu reflected on his journey with gratitude, thanking God for granting him the opportunity to attain the rank in good health after years of dedicated service.
He encouraged younger officers to remain focused, uphold the ethics of policing and trust in God’s timing, emphasising that discipline, professionalism and patience remain essential ingredients for career success.
Beyond a Promotion
Orutugu’s elevation to Assistant Inspector-General of Police marks the beginning of a broader leadership role within the Nigeria Police Force. However, the appeal from Governor Soludo highlights an equally important reality: effective policing is measured not only by promotions but by the confidence officers inspire in the people they serve.
If Anambra’s request is any indication, the state is not simply asking for another Commissioner of Police—it is asking for another leader who understands that security is strongest when the police and the community work together.
