The Chief of the Air Staff (CAS), Sunday Kelvin Aneke, has reaffirmed that the projection of “purposeful lethality” remains central to all operations of the Nigerian Air Force (NAF), emphasizing precision, speed, and accountability in combat engagements.
The CAS made this known while hosting the Executive Director of the Citizens Advocacy for Social and Economic Rights, Frank Tietie, and his delegation at NAF Headquarters in Abuja. Represented by the Chief of Civil-Military Relations, Edward Gabkwet, the CAS reiterated the Service’s commitment to sustained engagement with civil society as a critical driver of transparency, trust, and operational effectiveness.
Air Marshal Aneke explained that the doctrine of purposeful lethality is anchored on delivering precise, decisive, and actionable combat power through advanced technology, rapid response, and superior targeting accuracy, while maintaining strict regard for civilian safety.
To reinforce this approach, the CAS unveiled a range of institutional measures aimed at enhancing operational discipline and accountability. These include the Civilian Harm Mitigation and Response Action Plan (CHMR-AP), the Civilian Harm Mitigation Board, and the Civilian Harm Assessment and Investigation Team, all designed to systematically evaluate mission outcomes within established frameworks.
Additional measures include the establishment of a dedicated Civilian Harm Mitigation Department at the Air Warfare and Doctrine Centre, the introduction of an online portal for reporting human rights concerns, and ongoing aircrew training alongside theatre-level sensitization programmes.
According to the CAS, these initiatives are aligned with international best practices, ensuring compliance with International Humanitarian Law while sustaining operational effectiveness in complex security environments.
In his remarks, Frank Tietie commended the NAF for its sustained successes in countering terrorism and insurgency, pledging continued support from civil society. He noted that the Service’s structured approach to operations and stakeholder engagement reflects a strong commitment to accountability and ethical conduct.
Tietie added that the NAF’s efforts are strengthening public confidence and demonstrating its capacity to operate effectively while upholding legal and moral standards in the defence of Nigeria’s democracy and national security.
