Stakeholders in the procurement and legal services have recommended that the Nigerian Army NA should ensure training and retraining of Nigerian Army NA procurement officers to enhance public capacity, being consider regular involvement of Nigerian Army Lawyers and compliance officers at every stage of procurement process.
The guest lecturer, Acting Director Legal Services (Army), Brigadier General S.I Musa said this at the closing ceremony of the Directorate Of Procurement Fourth Quarter 2023 Procurement Seminar, with the theme, "Implications of the New Central Bank of Nigeria Foreign Exchange Policy on International Trade: Challenges for the Nigerian Army" held at the Army War College Nigeria, Abuja.
The objective of the seminar is to enhance personnel and participants understanding of the rudiments of operational contract support in an ever-changing global context. The seminar also facilitate renewed commitment to building and sustaining an efficient procurement system that meets international best practices.
Brigadier General Musa lectured on the topic "Legal Considerations in Nogrrian Army procurement process and contract management".
He recommended that the Nigerian Army should ensure the establishment of an effective database/record system to help record issues that could lead to contract disputes and to ensure that there are clauses on the contract aimed at protecting the Nigerian Army NA from interference with his ability to carry out its core constitutional mandate.
In his closing remarks, the Director of Procurement, Major General Adeyinka Adereti revealed the resolutions of stakeholders and participants at the seminar, that is, the application of the Public Procurement Act to the national defence and security agencies.
"Fundamental principle of procurement as well as the responsibilities of the accounting officers as well as the procurement planning committee.
"Another area is the provisions for the payment of mobilization fee amended by the financial act of 2026 to not be more than 20% for local Contractors.
The Nigerian Army Directorate Of Procurement in Collaboration with Lathad Consulting Nigeria Limited organised the NA Directorate of Procurement Fourth Quarter 2023 Procurement Seminar for capacity building of army procurement officers as global procurement processes have taken a new turn due to changes in the international system and the prevailing security climate.
Highlights of the closing ceremony were robust special lecture, interactive sessions by Guest lecturer, BRIG GEN. S.I MUSA, acting Director Legal Services (Army), Col. BU UGBUJI (moderator) and two discussant Dr T.I Samson and Brig Gen B.E.T Bello rtd, group photographs and presentation of souvenirs to resource persons.
