"The Nigerian Military, under the leadership of the Chief of Defence Staff, General Christopher Gwabin Musahas intensified its efforts to enhance national security, aligning with President Bola Ahmed Tinubu's Renewed Hope Agenda. The military has bolstered its capabilities and readiness to address emerging challenges in various operations. The Nigerian Army, Navy, and Air Force have adopted strategies that promote national unity, economic growth, and security, leveraging both kinetic and non-kinetic approaches in collaboration with other security agencies and stakeholders.
For the Nigerian Army under the leadership of Lt General Taoreed Lagbaja, over 13,000 recruits are trained annually with bi-annual intakes of more than 6,500 recruits each. The training modules of these recruits have been reviewed towards mission-focused skills. exposing and equipping them to the challenges posed by the ever-changing nature and fluidity of threats within Nigeria's security environment. Additionally, it has facilitated the creation of two highly trained and disciplined Anti-Terrorist Battalions (ABATTS) which have continued to prevent terrorists' and insurgents' freedom of action.
Specialized trainings such as SHINING STAR V, FAST BOLT II and RESTORE HOPE VI are being used to prepare the recruits to conduct special missions such as rappelling and insertion operations deep into enemy lines to carry out rescue missions and raids.
The Nigerian Navy Naval Training Command was relocated to Eleme in Rivers State. In its place, the Nigerian Navy established the International Maritime Institute of Nigeria. The Institute serve as a strategic maritime think-tank for Nigeria thereby contributing effectively to global maritime discourse to shape the future of sea power and its application.

The Nigerian Navy has staged and participated in several local and international exercises and operations in collaboration with other maritime security agencies such as NIMASA, NPA, NDLEA, NOSDRA, NEMA as well as foreign partners. Some of these include EX CROCODILE LIFT/AFRICAN GRANDE AFRICA NEMO, EX SEA GUARDIAN, EX NCHEKWA OSHIMIRI, OP WATER GUARD, OP SWIFT RESPONSE and EX OBANGAME EXPRESS 2024.
The Nigerian Air Force under the leadership of Air Marshal Hasan Abubakar has continued to infuse measures that would enhance the quality of teaching and learning in NAF various institutions.
Accordingly, within the period under review, 2, 866 personnel encompassing pilots, engineering, armament and other specialties were trained locally while 235 other personnel received various types of training overseas with 250 currently undergoing trainings at home and abroad. These training initiatives align with our overarching goal of maintaining a highly skilled and adaptive workforce.
Enhancing the skills and capabilities of NAF regiment personnel has also been a focal point of strategic initiatives. Here, 137 Regiment personnel are currently undergoing specialized training such as Special Operations Forces and the Basic Regiment Airmen Course. Furthermore, 48 Regiment personnel participated in the Rappelling Course at RTC, the Basic Regiment Officers Course, and Advanced Special Force Instructors Course. This deliberate training not only enhances the professional performance of our Regiment personnel but also fortifies their readiness for diverse operational scenarios.
Also, several ground crew personnel received training in various courses at NAFIAM. These courses, including the Advance and Intermediate Level Music courses and Information and Public Relations course, contributed to the development of well-rounded and skilled administrative professionals which the NAF needs. In the same vein, a workshop was organized for over 400 teachers of NAF schools, focusing on innovative teaching methodologies to enhance scholarly performance. Furthermore, medical personnel were sponsored for both foreign and local courses, encompassing aviation medicine, mandatory continuous professional development programs, and glaucoma management, among other critical areas.
Despite challenges, the Nigerian Army and other security agencies through the conduct of kinetic and non-kinetic operations, have significantly degraded the insurgency and terrorist activities of Boko Haram and its splinter group, Islamic State West Africa Province (ISWAP) in comparison to the early days.
The kinetic operations include joint (Operation HADIN KAI) and regional (Multinational Joint Task Force) counterinsurgency and counterterrorism operations employing a combination of intelligence-led offensives with targeted airstrikes and ground operations to weaken and decimate insurgent groups.
On the other hand, the non-kinetic approach seeks to foster cooperation through community engagement, intelligence sharing and execution of quick-impact development projects. Presently, troops within the North East Theatre are simultaneously engaged in specialized operations codenamed Operation DESERT SANITY II and Operation LAKE SANITY II which have continued to complement efforts to degrade terrorist elements in Sambisa Forest, other land areas, and the Lake Chad region. Additionally, Operation MOUNTAIN SANITY has continued to dislodge terrorists from the mountain range in southern Borno.
The operations were strategically initiated by the COAS, Lt General Lagbaja to eliminate terrorist elements in Sambisa Forest and other land areas such as the Mandara mountains, Timbuktu Triangle and the Lake Chad region by intensifying clearance operations as well as upscaling air interdictions.
Remarkably, a total of 110,152 terrorists and their families have surrendered, including 19,331 fighters and men, 33927 women, and 56,894 children. Most male surrenderees are undergoing profiling and camped, while the troops have exterminated over 182 Boko Haram/Islamic State West Africa Province (BH/ISWAP) Terrorists, arrest 268 BH/ISWAP Terrorists in the past 12 months.
Additionally, over 268 civilians have been rescued from captivity, including 10 Chibok girls, since May 2023, bringing the total number of rescued Chibok girls to 132. These efforts have greatly improved the security situation in the North East and have expectedly enhanced the trust and confidence of the public towards the troops. This was evidence in the the heartwarming welcome accorded to Nigerian Army heroic troops on returning from a successful operation in Sambisa and Timbuktu Triangle during Operation DESERT SANITY III. It captures the genuine and heartfelt welcome extended by the local communities in appreciation of their successful operation.
Likewise the Nigerian Air Force, Air Component Operation Hadin Kai intelligence and confirmatory ISR of massing up of terrorists with gun trucks, motorcycles and other logistics with the intention of ambush troops. The air component of Operation HADIN KAI with NA aeroson UAV on conducted multiple close air support and air interdiction.
In the North West zone, the security climate is plagued by armed banditry, cattle rustling, and kidnapping for ransom. Criminal elements, known as "bandits" have continued to exploit the region's ungoverned spaces and porous borders to carry out attacks on communities, schools, and even military formations.
There is a Joint Task Force code-named Operation HADARIN DAJI in the Zone that deploys air surveillance to track movements and target bandits/terrorists' enclaves in well- coordinated operations against bandit groups and criminal networks.
It is worth mentioning that intensified offensives to eliminate armed bandits and other criminal elements in the North West have continued to yield positive outcomes. In the last one year, a total of 438 BH/ISWAP Terrorists have been neutralized, 515 arrested and about 971 kidnap victims rescued including men, women, and children. All the rescued victims have since been reunited with their families. Additionally, troops have also recovered 99 AK 47 Rifles, one FN Rifle, 3790 rounds of 7.62mm Special Ammunition 39 rounds of 7.62 mm NATO, 155 assorted arms and 367 assorted ammunition.
Likewise the Nigerian Air Force, Air Component of Operation HADARIN DAJI recorded significant air strikes on acquired terrorist enclaves/camps, destroyed the terrorist enclave. Air strikes were conducted on acquired terrorist Commanders enclaves.
The North Central region has witnessed an increase in communal clashes, farmer-herder conflicts and ethno-religious tensions. Competition over land resources, political rivalries, and historical grievances have fueled these conflicts.
Currently, the Nigerian Army is leading a Joint Task Force code-named Operation SAFE HAVEN (OPSH) in executing kinetic operations to degrade the capacities of the criminal elements in the zone. Conduct regular mobile patrols with strong intelligence networks to monitor and prevent potential outbreaks of violence, deter criminal activities, and provide a visible security presence. On the non-kinetic approach, OPSH has facilitated and promoted dialogue and mediation to address underlying grievances and conflicts between herders and farmers.
PSH initiated a subsidiary operation codenamed Operation HAKORIN DAMISA IV to deal with the recent surge in farmers/herders clashes and communal clashes among other acts of criminalities. Although the operations experienced setbacks recently in Plateau State, including Mangu, Jos South, Bokkos and Barkin Ladi LGAs. However, the operation has been reviewed to ascertain where there are gaps and subsequently reinforced with more troops and combat enablers for operational efficiency and effectiveness. The operation has achieved significant success as it has been able to create a relatively stable climate for socio- economic activities to thrive especially in Niger State where relative peace is being experienced at the moment.
It is pertinent to mention that in the last one year, a total of 144 terrorists have been neutralized, 1567 arrested and about 354 kidnap victims rescued including men, women, and children. All the rescued victims have since been reunited with their families. Additionally, troops have also recovered 71 AK 47 Rifles, 3 FN Rifles and 2714 rounds of 7.62mm Special Ammunition. Others include 976 rounds of 7-62mm NATO Ammunition, 257 assorted arms and 2143 assorted ammunition.
The significant threats in the South-South zone are militancy, oil theft, illegal bunkering, and environmental degradation. The NA through 6 Division/Operation DELTA SAFE continues to strategize to mitigate these threats. These strategies include supporting the amnesty programme to demobilize and reintegrate ex- militants, supporting the Nigerian Navy to combat illegal oil theft, bunkering, and smuggling as well as collaborating with relevant agencies to address environmental issues that contribute to unrest, such as oil spills and pollution.
In the last one year leading up to the end of Ex STILL WATERS III on 5 Jan 24, the NA recorded several successes in the Zone. To consolidate the gains of the Exercise, the NA planned and executed Operation CHANNEL SWEEP from 4-8 Feb 2024, aimed at clearing all illegal bunkering activities along the banks of the IMO River.
In all, the major operational achievements include the arrest of a total of 35 illegal oil bunkerers, the destruction of 29 illegal refineries, the confiscation and destruction of about 17,613,150 litres of illegally refined crude oil and the discovery/de-activation of 10 illegal connections. Others include the destruction of 967 nylon bags of crude oil, as well as a total of 122 vehicles, trucks, motorcycles and wooden boats.
A major achievement in the Zone includes the arrest of 2 vessels, and one barge and the discovery and destruction of a total number of 400 reservoirs, coolers, receivers, hoses, galvanized pipes and tapping points. Additionally, a total of 37 bandits have been neutralized, 633 arrested and about 39 kidnap victims rescued. All the rescued victims have since been reunited with their families.
Additionally, troops have also recovered 13 AK 47 Rifles, 328 rounds of 7.62mm Special Ammunition, 216 rounds of 7- 62mm NATO Ammunition, 89 assorted arms and 6391 assorted ammunition. This is in addition to the efforts of the operations which have substantially increased daily crude oil exploration output with a corresponding boost to Nigeria's foreign reserve and other economic indices.
In enhancing the operational efficiency and effectiveness of the Nigerian Army in alignment to President Tinubu's Renewed Hope Agenda, the Nigerian Army has continued to receive substantial support from the Federal Government, aimed at bolstering its combat readiness. This support includes a comprehensive range of logistics, combat enablers, and welfare initiatives designed to motivate and equip troops for optimal performance in various operational theatres.
Worthy of mentioning is the recent operationalization of the Nigerian Army Aviation unit, which includes 12 newly procured MD Cayuse helicopters. This aviation capability is set to significantly boost the agility, responsiveness, and overall effectiveness of ground troops, thereby enhancing the success of both joint and coalition operations.
The Federal Government has also ensured the efficient procurement and induction of a wide array of military hardware and software. This includes the acquisition of over 2,000 new platforms, such as Mine Resistant Ambush Protected (MRAP) vehicles and newly commissioned 10-Gun boats in Port Harcourt. These assets have markedly improved the Nigerian Army's operational readiness and capacity, particularly in riverine environments. Additionally, the army's operational capabilities have been further strengthened with the procurement of Troops Carrying Vehicles (TCVs), Husky Counter Improvised Explosive Device (IED) Vehicles, drones, and numerous Buffalo and Hilux vehicles.
These combat enablers play a crucial role in supporting amphibious operations, deploying forces for clearance operations, conducting air interdiction missions to disrupt terrorist movements and supply lines, and enhancing surveillance and reconnaissance efforts to gather intelligence on adversary activities.
There is a salary Increase in the Nigerian Army under the leadership of Lt General Lagbaja. A significant step in this direction is the Federal Government's approval of a 25 to 35 percent increase in the salary structure for all personnel. This substantial raise acknowledges the dedication of our troops and aims to provide them with financial stability.
Also several insurance schemes have been put in place to offer financial security to personnel and their families: like Group Life Insurance Scheme, Group Personal Accident Insurance Scheme, Scholarships and Medical Evacuations. There is Scholarships for Children and wards of deceased personnel, there is both local and international medical evacuation needs are prioritized. This has significantly enhanced the capacity of the 129 Nigerian Army medical facilities to handle the healthcare needs of personnel effectively.
To address accommodation challenges faced by soldiers, especially post-service, the Affordable House Ownership Option for All Soldiers (AHOOAS) Scheme is underway:
Empowerment Loan Scheme (CPELS): Effective from April 30, 2024, this scheme empowers personnel and their families through investments in agriculture, stocks, skill acquisition training, small and medium enterprises, asset acquisition, and medical bills. Benefits include poverty alleviation, reduced loan bureaucracy, non-exploitative lending rates, and a smooth recovery system.
Also, significant infrastructural projects have been approved to ensure conducive living and working conditions like new Constructions: 30 blocks of flats, living quarters for Army War College Nigeria, Directorate of Army Public Relations, and others, renovations: 12 units of Corporal and Below Quarters in 174 Battalion, facilities like A fire station at Bonny Cantonment and Ikeja Army Cantonment, Headquarters Central Ordnance Depot Administrative Office Complex, Twin
General Lagbaja also built Regimental Sergeant Majors Quarters, and more. Other notable projects include: Nigerian Army Signals Headqauarters Complex Apapa, Ordnance Tailoring Factory, Remodeled Corpers' Lodge, Office complexes for various regiments and support units and New accommodation for officers of the Guards Brigade, and other facilities in Abuja.
The Nigerian Navy and Nigerian Air Force within one year have ensured that all operational efforts are directed towards guaranteeing the precision and efficacy of combat operations.
The Nigerian Navy's noble achievements of the current leadership of CNS, Vice Admiral EI Ogalla, AM the Nigerian Navy has attained the highest state of operational readiness in the discharge of its constitutional roles. In particular, the fight against Crude Oil Theft has been a huge success under the auspices of OPERATION DELTA SANITY which was re-launched in January 2024.
The increased patrols and international collaborations of the Nigerian Navy led to a substantial reduction in piracy incidents in the Gulf of Guinea. Notable achievements in the last twelve months include the prevention of oil theft which denied the oil theft of an estimated sum of N91,247,052,565 and still counting.
In the 9 months of its existence, the operation has led to the arrest of various suspects and vessels involved in COT. Some of these vessels include MT KALI, MT SWEET HARBOUR SPIRIT, MT SAISNIL, MV TOKITO, MT VINILLARIS and MT SWEET MIRI, among others.
This has impacted positively on Nigeria’s crude oil production. For instance, OPEC Records for the month of April 2024 state that Nigeria's Crude Oil Exports rose to #1.28m bpd in April from #1.23m bpd in March. This is in line with the President’s directive to eradicate COT in order to ramp up Nigeria’s oil production and exports.
In line with its TOTAL SPECTRUM MARITIME STRATEGY, the Nigerian Navy has continued to support land operations in all the Geo-political Zones. The Nigerian Navy has also provide all year-round situation awareness of Nigeria’s maritime domain extending to the limits of the Exclusive Economic Zone through its Maritime Domain Awareness Facilities which enabled early detection and swift response to incidences within the maritime environment. This has ensured that Nigeria maintained its zero piracy status in the International Maritime Bureau piracy rating.
In terms of fleet renewal, the NN has taken delivery of various platforms which has supported its Anti-piracy, Ant-COT, Anti-IUU and Anti-illegal drug trafficking among others. Notably, the NN has taken delivery of its second offshore survey vessel, 2 x 32m FPBs, and 2 x Helicopters. The Nigerian Navy is also expected to take delivery of 2 x 76m OPVs from Turkey later in the year. In the area of infrastructure, the Nigerian Navy has established a composite operations Base in Enugu State to curtail the prevailing insecurities in the SE and NC Regions.

Nigerian Air Force's focus has been placed on enhancing targeting accuracy through advanced weapon delivery training, Air-to-Ground Integration, leveraging Unmanned Aerial Vehicles (UAVs), and employing Precision Guided Munitions (PGMs) for precise attacks. These measures have not only ensured the effectiveness of missions but also demonstrated a dedication to responsible and targeted use of force.
During a media Chat recently with journalists recently, Chief of the Air Staff, Air Marshal Hasan Abubakar said; "Our optimization process also remains on course as we have continued to take tangible steps towards modernizing our entire ORBAT and tap into newer-generation avionics for enhanced operational efficiency. In doing so, we have in the last 8 months taken delivery of an additional 6 new platforms, each infusing unique capabilities to our ongoing operations. These include 2 each of King Air 360i light transport aircraft, T-129 ATAK helicopters and Agusta Westland 109 Trekker. Moving forward, the NAF is poised to take delivery of 24 M-346 fighter aircraft and 10 additional Agusta Westland 109 Trekker helicopters from Italy.
"Other platforms being expected are 2 CASA 295 transport aircraft from Spain and 12 AH-1Z Vipper helicopters from the United States. For seamless air operations, I have also approved the release of funds for the reconstruction of an apron and taxiway at 405 Helicopter Combat Training Group, Enugu and for the completion of all outstanding jobs on the hangar project at Special Operations Command, Bauchi.
"Other infrastructures emplaced to enhance our operational effectiveness in the last 9 months include: Construction of Taxiway/Link Road at 213 FOB Katsina Airfield, Connection of Ops Area at Katsina Airport to the National Grid, Construction of Ammo Dump at NAF Ops Area at Umaru Musa Yar’adua Airport, Katsina, Construction and Equipping of Aircraft Maintenance Hangar at 231 HOD Bauchi. and Replacement of 4 X ac Shelter Cover at 401 FTS NAF Base, Kaduna."
As part of Air Marshal Abubakar's infrastructural renewal efforts, over 89 projects have either been completed or are currently underway. On 20 May 2024, He unveiled 15 significant infrastructural projects in Abuja. Some of the key projects commissioned and located at NAF Base, Asokoro, included a 40-bed NAF Reference Hospital Asokoro, a sports complex, the NAF Microfinance Bank, a fire bay and a 56-shop market plaza.
Also inaugurated were the NAF Airmen Mini Base in Karu, the NAF Officers Quarters in Garki and Karimu, a 6-floor new HQ NAF Annex Building at Gudu and a brand-new state-of-the-art Airport Commandant’s office at the Nnamdi Azikiwe International Airport, Abuja.
These efforts are all geared towards ensuring that NAF personnel and their families are provided with conducive working and living environments to thrive.
In the South East, the existential secessionist sentiments and threats of the proscribed IPOB/ESN persist with inter-communal tensions. Accordingly, the NA through 82 Division's strategies include kinetic approaches such as surgical intelligence- driven operations aimed at decapitating the leaders of the secessionist groups. Most importantly, the NA has also employed non- kinetic means like dialogue and engagement of political, traditional and stakeholders to find lasting solutions to the agitations.

Furthermore, the NA continues to support law enforcement agencies to ensure a strong presence while respecting the rights of citizens to prevent unlawful activities. The Nigerian Army plans to carry out sensitization and counter-radicalization programs to counter radical/secessionist ideologies to promote national unity and instill a sense of national identity among the population. Furthermore, under the guidance of the Chief of Defence Staff, the 82 Division reactivated Operation UDO KA to stem the ugly tide of the secessionists' sit-at-home order and other criminal acts. The operation has successfully been able to put a stop to the illegal sit-at-home order.
In line with the commitment of the Nigerian Army to continue to foster peace and tranquility in the Zone in the last one year, a total of 47 terrorists have been neutralized, 284 arrested and about 60 kidnap victims rescued including men, women, and children. All the rescued victims have since been reunited with their families. Furthermore, troops also recovered 15 AK 47 Rifles, 3 FN Rifles and 1065 rounds of 7.62mm Special Ammunition. Others include 617 rounds of 7.62mm NATO Ammunition, 95 assorted arms and 796 assorted ammunitions.
The security situation in the South West according to Director Defence Media Operation, General Edward Buba is relatively calm but unpredictable, with threats such as kidnapping, armed robbery and cult-related violence. The Nigerian Army, the Nigerian Navy at the Seaport, and the Nigerian Air Force have continued to re-strategize to mitigate these threats, which are both kinetic and non-kinetic in nature. This is done through robust intelligence-led operations in conjunction with the DSS, police and other security agencies to respond to kidnapping incidents.
Significantly, in the South West, the Nigerian Army has collaborated with private sector organizations to enhance security measures in key economic areas. The Nigerian Army intends to improve its employment of modern surveillance technology to monitor and mitigate high-risk areas and track criminal activities in the zone. During the period under review, a total of 160 terrorists have been arrested and 18 kidnap victims rescued. Also, troops recovered 2 assorted arms and 10,009 assorted ammunitions.
On peace support operations, the Nigerian Army's commitment to remaining a viable diplomatic tool for the Government through consistent and effective contributions to national, regional and global security is worth noting. Despite NA's internal obligations, it has maintained a small but significant presence in ECOWAS, AU and UN-led interventions around the world, as contingents and staff officers, military observers and mission experts.
Only recently, on the approval of the President, Commander-in-Chief, the second company of the Nigerian Continent in the United Nations Interim Second Force for Abyei was inducted on 5 April 2024.
This effort is geared towards upholding the Nigerian Army's commitment to maintaining global peace and security, particularly within the African Continent. Similarly, the Nigerian Army has extended its support to peacekeeping missions in the Gambia and Guinea-Bissau by deploying troops and logistics. This deployment underscores the NA's steadfast commitment to providing capable peacekeepers, as part of its contribution to global peace and security.
On Civil-Military Cooperation, the Nigerian Army, under the strategic guidance of the current Chief of Army Staff, has significantly enhanced its operational efficiency and effectiveness through a robust Civil-Military Cooperation framework. Recognizing the importance of fostering trust and collaboration with the civil populace as a force multiplier to enhance operational effectiveness, the Nigerian Army has continued to demonstrate its commitment to protecting the populace and contributing to their well-being. One of the flagship initiatives under the CIMIC umbrella is the Chief of Army Staff Special Intervention Projects. These projects are carefully tailored to address the specific needs of communities. The intervention ranges from much-needed relief and support to host communities, addressing areas of need such as healthcare, education, infrastructure, and social services.
This has helped to improve community members' quality of life and fosters a sense of goodwill towards the Nigerian Army. Furthermore, the trust essential for gathering intelligence, and ensuring community cooperation has continued to improve between the Nigerian Army and local communities through a close working relationship resulting ultimately, in the success of military operations.
Before concluding this great piece, it is important to unveil the achievement of the Nigeria Police Force under the leadership of Inspector General of Police, IGP Olukayode Adeolu has undertaken significant reforms and operations to enhance public safety. The Nigeria Police during period of the year, arrested 4,796 armed robbery suspects, 3,068 kidnap suspects, 2,474 suspects for rape/sexual crimes, and 1,213 suspects for unlawful possession of firearms.
There are 3,523 suspected cultists, 3,381 suspects for murder/homicide, and 13,382 suspects for other offences. Additionally, 1,713 kidnap hostages were rescued, 2,566 firearms and 19,310 rounds of ammunition were recovered, along with 1,465 vehicles/motorcycles. Also, during the period under review, the Nigerian police prosecuted 29,052 cases. Of these, 7,675 cases were conclusively dispensed, 11,376 suspects are currently undergoing trial, 51 cases are under appeal in appellate courts, and 16,200 cases resulted in the conviction of suspects who have received various punishments for their criminal acts.
Restructuring and reforming the intelligence department and reopening the Nigeria Police Intelligence School. The launch of the Special Intervention Squad (SIS) as well as collaboration with international partners, alongside the Schools Protection Initiative and the deployment of helicopters for train escorts along the Abuja-Kaduna route to enhance security measures. Digital support systems like the Nigeria Police Force Rescue Me App have been relaunched, leading to significant successes.
The Nigeria Police Welfare Insurance Scheme provides Insurance cover for officers and men of the Nigeria Police. The programme is designed to compensate members of the Force who might have suffered accident, injury and death in the course of their official duty.
So far ₦9,851,847,889.88k cheques have been presented to 3077 families/next-of-kins of departed colleagues, including previous presentations between July 2023 and March 2024.
