We have been receiving information pointing to ongoing altercations between security forces and unknown individuals in two different locations surrounding on the outskirts of the Green Zone. Additional information suggests that similar atmospherics are being noted in the Kubwa area (right past Gwarimpa, see map below for additional details). The information gathered suggests that the events are related to demonstrations of the Islamic Movement of Nigeria (IMN). Nigerian security is using tear gas and gun shots were heard in both areas. Vehicular movement was has been allegedly stopped.
• information pointing to a police deployment on the Abuja-Keffi road amid the IMN's Arbaeen Pilgrimage. IMN protesters were stopped at the Orange Market. Additional information points to an uptick in police deployments around the city in a preventative move against protests.
•IMN protests in Abuja tend to be violent and, at times, live ammunition was used against demonstrators.
The threat to EU personnel is therefore collateral. The level of threat of civil unrest to mission personnel and assets is assessed to be HIGH.
Recommendations
• Please avoid the area of Gwarimpa and exercise a high degree of caution when moving in Asokoro until further notice.
• Local staff living in the vicinity of Keffi, Nyanya and Kubwa, are encouraged to properly assess the security situation in their communities prior to passing through the area.
• Please reduce your movements in the area and avoid unnecessary travel
